What's Changing — and What Isn't
The Bay Area Air Quality Management District (BAAQMD) — the regional air agency that regulates emissions across nine Bay Area counties — passed Rules 9-4 and 9-6 in March 2023. Rule 9-4 bans the sale of new non-zero-NOx residential gas water heaters under 75,000 BTU/hr starting January 1, 2027. Rule 9-6 does the same for residential furnaces under 175,000 BTU/hr starting January 1, 2029. Larger commercial water heaters phase out January 1, 2031.
Important: existing gas water heaters and furnaces are not being forced out. You can keep using yours until it dies of natural causes. The rule only applies to NEW equipment sold and installed after each effective date. If your unit is under 10 years old and running fine, there is no immediate action required.
In practice, the only commercially viable zero-NOx residential option is a heat pump water heater (electric). Tankless gas units also phase out under the same rule. When your gas water heater finally does need replacement — whether it's next month or in 2028 — you'll be replacing it with a heat pump. That's why planning ahead now matters: the demand for installers and panel upgrades will spike as the deadline approaches, and rebate budgets are finite.

Most Bay Area Homes Need a Panel Check First
A heat pump water heater typically requires a dedicated 240V/30A circuit. Many Bay Area homes built before the early 2000s have 100-amp service panels that are already tight after EV chargers, induction ranges, or solar inverters have been added. Before we install, we do a free panel load calculation to determine whether your current panel can handle the additional load — or whether a panel upgrade is needed.
If you need an upgrade, PG&E service-upgrade wait times in the South Bay are currently running 6–12+ months. That's precisely why starting the conversation now — even if your existing water heater still has years of life left — beats waiting until late 2026 when everyone else is scrambling.
Utility Rebates Are Still Available
The federal tax credit and one statewide program have wound down, but the utility rebates that matter most in the Bay Area are still funding installs. Here's the current landscape.
Your Utility Rebate
$3,000–$5,500
Silicon Valley Power, SVCE, SJCE, PCE, and 3CE each still run heat pump water heater rebate programs. Amount depends on your address and household income. We handle the paperwork.
TECH Clean California (Waitlist)
Fully Reserved
TECH's single-family incentives were fully reserved in November 2025 and are not currently accepting new applications. They maintain a waitlist — if funding reopens, we file your application right away.
Federal 25C Tax Credit
Expired 12/31/2025
The federal $2,000 credit for heat pump water heaters was retired at the end of 2025. Some contractors still advertise it — we won't. Straight talk on what's actually available today.
Utility rebates still cover a meaningful portion of most heat pump installs. Free assessment gets you a real net-cost estimate based on your specific address.
*Rebate amounts subject to utility eligibility, equipment selected, and program availability. Programs change frequently — we check current status before every install. Final rebate confirmed during your free estimate.
Three Reasons Not to Wait
PG&E Wait Times Are Growing
Panel upgrade requests are up 40% year over year in Santa Clara County. Book your assessment now, install when you're ready.
Installer Demand Will Spike Late 2026
Every Bay Area plumber will be booked solid in the six months before the deadline. Pricing tightens. Availability disappears.
Rebate Budgets Are First-Come-First-Served
SVCE, SJCE, TECH California — none of these have unlimited funding. When the annual budget exhausts, the program pauses until the next allocation.
